ABOUT THE POSITIONUnder the direction of the Vice President of Workforce and Economic Development, the director will provide the leadership for the Strong Workforce Programs and will coordinate all aspects of the programs.

DISTINGUISHING CHARACTERISTICS

The Director of the Strong Workforce Program plays a pivotal role in overseeing and guiding the program's operations within the college. Reporting to the Vice President of Workforce and Economic Development, the Director is responsible for the comprehensive management of program activities, ensuring that all aspects of the Strong Workforce Program are effectively planned, organized, and executed. This includes collaborating closely with discipline faculty to implement targeted interventions and achieve the program's objectives. The Director also administers the program's funds, manages budgets, and oversees financial reporting to ensure resource allocation aligns with program goals. Acting as the primary point of contact for faculty and staff, the Director provides crucial information about the 25 Board of Governors Strong Workforce Taskforce recommendations and program objectives, facilitating clear communication and alignment across college constituencies. Additionally, the Director supervises and evaluates the performance of assigned personnel, oversees training activities, and develops systems to enhance program efficiency. By managing these diverse responsibilities, the Director ensures that the Strong Workforce Program not only meets its strategic goals but also adapts to the evolving needs of students and the broader college community.

Duties

GENERAL DUTIES
  • Provides leadership in coordinating strategies related to the Strong Workforce Program for the District through effective collaboration with faculty, staff, administrators, and community stakeholders.
  • Spearheads, executes, and coordinates program operations to effectively address student needs. Acting as the main point of contact with Career Technical Education (CTE) program deans, department heads, and committee leads responsible for implementing the Strong Workforce Program's overarching strategies, the Director works directly with college stakeholders to put the college's Strong Workforce plan into action. Additionally, the Director provides project leadership to faculty, staff, and administrators, and collects their recommendations to develop and submit the annual program plan and budget.
  • Supports the efforts of all Strong Workforce supported programs designed to expand enrollment and improve key student outcomes, including increased enrollment, completion, job placement, and wage gain.
  • Collaborates with Institutional Effectiveness to monitor progress on key metrics and outcomes; partners with program faculty and CTE Deans to assess labor market data supplied by Center of Excellence and curated California Community College Chancellors Office (CCCCO) data sources; maintains current knowledge of local, regional, state, and national labor market needs and trends.
  • Shares information on best practices and effective interventions with administration and CTE faculty to identify opportunities for new or innovative strategies; provides ideas to address, plan, collaborate, and implement focus area strategies to affect all CTE students, including student support services, faculty advising, curriculum improvement, professional development, research, program orientation, marketing, industry engagement, and job development.
  • Manages and works with appropriate internal and external parties and stakeholders to develop outreach and marketing strategies to increase enrollment in CTE programs; represents department and college on various internal and external Career Pathways, CTE focused committees, and other applicable planning committees; attends department meetings, program advisory meetings, regional advisory meetings, and other relevant meetings in support of Strong Workforce.
  • Prepares reports on progress toward Strong Workforce Plan objectives for the Vice President of Workforce and Economic Development and college stakeholders. Works with internal parties in producing, and providing a variety of comprehensive, accurate and specialized program reports, which involve manipulation, analysis and interpretation of complex data and technical information for various reports.
  • Monitors Strong Workforce funding policies, terms, and conditions, keeping abreast of institutional planning and assessment efforts as they relate to CTE programs and Strong Workforce projects; monitors compliance for appropriate utilization of local and regional Strong Workforce funds; tracks encumbrances and expenditures with assistance from the Grants Office and Fiscal Services.
  • Perform other related duties as assigned.
SUPERVISORY RELATIONSHIP
This position reports to the Vice President of Workforce and Economic Development, and supervises and evaluates assigned staff.

PERSONNELResponsible for supervising and evaluating the performance of assigned personnel; interview and select employees and recommend transfers, reassignment, termination and disciplinary actions; coordinate subordinate work assignments and review work for accuracy, completeness and compliance with established standards, requirements and procedures.

Qualifications

MINIMUM QUALIFICATIONS
  • Master's degree from an accredited institution, or possession of a valid California Community College Supervisory Credential, AND
  • One year of formal training, internship, or leadership experience reasonably related to the administrative assignment, AND
  • Evidence of a sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, and ethnic backgrounds of community college students.
DESIRED QUALIFICATIONS
  • Three to five years of responsible management/supervisory experience in career and technical education and/or workforce development.
  • Project management experience in career technical education and/or workforce development.
  • Demonstrated experience interpreting and administering policies, administrative guidelines, and procedures.
  • Experience at state and federal levels in career technical education committees, training, and/or leadership.
  • Demonstrated experience supervising and evaluating CTE faculty, managers, and technical staff.
  • Ability to prepare and administer program budgets and experience responding to district, State, and federal audits.
  • Understand and independently carry out oral and written instructions; demonstrate interpersonal skills using tact, firmness and diplomacy.
  • Analyze situations and make decisions on procedural matters without immediate supervision.
  • Communicate effectively in both oral and written form; maintain security and confidentiality of records and information.
  • Maintain effective work relationships with those contacted in the performance of required duties.
  • Demonstrated ability to work effectively with diverse constituencies in a participatory governance environment.

KNOWLEDGE AND ABILITIES

  • Advanced principles, practices, methods, and techniques of program, administrative, organizational analysis, planning, and management as applicable to assigned area.

LICENSE AND/OR CERTIFICATE
Possession of, or ability to obtain an appropriate valid California Driver's License.
