Position Summary:
The Dean will lead the design and delivery of a School of Education to address education workforce shortages in the State of Connecticut and other targeted service regions. The Dean will oversee the development and monitoring of education programs leading to certification, as well as other non-certification majors, to meet the needs of the CT State Department of Education (CSDE) and the CT Office of Early Childhood (OEC), along with the districts these agencies serve. The
Dean will oversee program development, delivery, and academic quality. The Dean will be responsible for recruiting, hiring, and monitoring faculty and staff within the school. In addition, the Dean will be responsible for strategic enrollment management, including developing partnerships with
local school districts, Special Education schools, and Office of Early Childhood licensed Child Day Care Centers. The Dean will be the chief administrative and academic officer for the School of Education and will report directly to the Provost of Charter Oak State College. This individual, as a member of the College's executive committee with be involved with the development, implementation and evaluation of the goals and policies the College maintains to support it's mission.

Supervision Exercised:
This position reports to the Provost & Vice President for Academic and Student Affairs. The Director of Undergraduate Programs and the Director of Graduate Programs report to this position.

Example of Job Duties:
The following examples of duties illustrate the general range of tasks assigned to the position but are not intended to define the limits of required duties. Other essential duties may be assigned consistent with the general scope of the position:
  • Develops, monitors, and manages a strategic growth plan for the department.
  • Develops operating procedures for the ‘School of Education' and ensures alignment between institutional and departmental objectives.
  • Writes applications to the CT Board of Regents of Higher Education or other respective entities to develop new programs or make changes to existing programs that may need revision.
  • Ensures compliance with Board of Regents and other regulatory requirements at all times.
  • Manages all program accreditations and evaluations.
  • Works with human resource department as well as program directors to recruit, hire, and train qualified staff and faculty to ensure subject matter experts are available to develop and teach courses within the respective content areas.
  • Works directly with OEC and CSDE to develop programs based on identified needs, specifically addressing teacher shortage areas.
  • Develops industry partnerships with early childhood programs and public schools in CT, as well as independent schools, Special Education Schools, and private schools serving the Birth-12 population of students.
  • Attends meetings of the Office of Early Childhood as well as CT State Department of Education and serves on other state-wide committees related to education.
  • Collaborates with Deans within CT State and the CSCU's to reduce duplication of services and support enrollment of existing programs within system schools.
Minimum Qualifications:
Incumbents must possess proven ability to effectively work with a culturally, linguistically, and ethnically diverse faculty, staff, and students. They are expected to have excellent oral and written communication skills along with strong Information technology literacy skills such as Microsoft Office (Word, Excel, Outlook, Teams etc.) Incumbents are required to have demonstrated advanced knowledge and abilities in the following:
  • PhD. in Education or a related field.
  • 10 years of higher education experience teaching and developing programs for online learning.
  • Understanding of NAEYC and CAEP accreditation requirements as well at the CT Core Knowledge and Competency Framework for Early Childhood Technical Assistance Providers.


Work Environment:
Incumbents typically perform their work in offices. The work involves extensive use of personal computers, but does not, normally, involve any significant physical effort. Reasonable accommodation will be made for incumbents and candidates with physical limitations.

Salary Range:
The salary range for this position is $140,721 - $211,082 and while experience and qualifications are considered, candidates will start at the minimum of the salary range. Selection Procedure:
Following the closing date, application materials will be evaluated by a selection committee.
